Dennis Nalls’s career in the House of Representatives spanned two different whip offices, six different Congresses, and included the most complex legislative battles of the past decade. Dennis has deep relationships across the House Republican Conference, the Trump Administration, key House committees, and House Democratic Leadership. Forged through extensive experience in Republican Leadership where he played key roles in floor operations for both Tom Emmer and Steve Scalise, Dennis has a unique command of the procedure, people, and politics that drive the legislative process in Congress.
Most recently working as Floor Director for Majority Whip Emmer, Dennis served as a senior strategic advisor for not only the Whip, but the entire House Republican leadership team. Nalls worked closely on all major pieces of legislation moving through Congress over the last decade, including the Tax Cuts and Jobs Act, the One Big Beautiful Bill Act, NDAAs, appropriations, cryptocurrency legislation, budget fights, and other critical legislative battles. In his various roles working on the House Floor, Dennis ran point on Member attendance, the vote count, providing legislative analysis to both Members and staff, and coordinating closely with all House committees to move legislation across the finish line.
