Kate Dickens joined S-3 after serving nearly two decades on Capitol Hill in both the House and Senate. Her time in Congress was spent building bipartisan coalitions to advance legislative and funding goals in spite of political standoffs. As chief of staff to Senator Mark Kirk, Dickens oversaw the political, policy, and communications operations and helped lead negotiations that resulted in bipartisan victories on social issues, trade, healthcare, and national security.

Prior to that, Kate served as legislative director to Representative Mike Castle, foreign and domestic policy aide to Representative Connie Morella, and executive director of the House Republicans’ center-right Tuesday Group Caucus. She has a Master’s of Science in Foreign Affairs and has lived in London, England, and Tianjin, China. Kate resides with her family in Washington, D.C.
