WASHINGTON, D.C. – S-3 Group, a leading bipartisan government relations and public affairs consultancy, today announced the launch of a new tax practice to support clients ahead of the expiration of the Tax Cuts and Jobs Act next year. The practice will be led by seasoned tax Capitol Hill policy advisors responsible for crafting key legislation in the tax and financial services space for policymakers on both sides of the aisle. The collective expertise of Martin Reiser, Shimmy Stein, Malloy McDaniel, and Kevin Casey will help clients navigate the upcoming tax discussion.
The announcement comes on the heels of the merger between S-3 Group and West Front Strategies which deepened the firm’s bench of senior level strategists and operatives with decades of experience winning legislative, regulatory, and reputation battles.

The tax practice will be led by:
Marty Reiser: Former policy director for House Majority Leader Steve Scalise. He has had a long career in government focused on health care, tax, trade and pension policy and financial services. He was the lead policy staff for the House Republican Whip operation on all major legislation since 2014, including Tax Cut and Jobs Act, Budget Reconciliation, tax extenders, among others. Reiser also directed all coalition efforts for the House Republican conference – including outreach to business community, trade associations, issue advocacy groups and state and local governments.
Shimmy Stein: Former senior policy advisor to then House Majority Leader Eric Cantor (R-VA) and the primary policy liaison between the Majority Leader’s office, the House Republican Leadership, and the Ways and Means, Armed Services, Foreign Affairs, and Select Intelligence Committees. Stein played a key role in policy debates regarding tax, trade, defense, and other economic-related legislation.
Malloy McDaniel: Former policy advisor to then Senate Majority Leader Mitch McConnell (R-KY). McDaniel advised Leader McConnell on legislation relevant to business groups, trade associations and large coalitions. Malloy developed legislative and communication strategies with the business community on taxes, technology, health care, energy, and financial reform issues.
Kevin Casey: Former Policy Director for Congressman Joseph Crowley (D-NY), Chairman of the House Democratic Caucus and the fourth-highest ranking member in the House Democratic Leadership. Casey was responsible for the tax and financial services portfolios for Chairman Crowley, having staffed him on both the Financial Services and Ways and Means Committees.
